Probably the easiest way is to dig a drain to the edge of the map one Z level below, then dig up into that spot. A screw pump could also remove water long enough to build the wall, but those can be kind of messy. Share WebWater tends to spill all over the place, so usually the best way to do it is to seal the pump. Ensure that the water has no other paths to move than the ones you want. What you may also be seeing is mist which forms into small 1/7 puddles. If you give a screen shot though, we could probably give you a more precise answer.
